Central personnel agency-state and local employment.
The Civil Service system, enacted in 1908, was reformed in 1986. New Jersey
State law (Title 11A) provides the framework for the Merit System which was
established pursuant to Article VII of the New Jersey State Constitution.
Title 11A encompasses the rules and regulations governing civil service
including testing, hiring, classification (job titles), compensation and
other conditions of employment. The Department of Personnel is charged with
administering the provisions spelled out in Title 4A of the New Jersey
Administrative Code.
